Description
This proposed procurement is UNRESTRICTED, NAICS code is 236210 with a size standard of $1,000.000. CENTCOM Compound at Massoud Circle, Kabul, Afghanistan, is being advertised as a Request for Proposal (RFP). This request for proposal requires the submittal of separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible sources may sub mit a bid, which shall be considered by the agency. Estimated cost of construction is between $25,000,000.00 and $100,000,000.00. Completion of work is required no later than 270 calendar days after Notice to Proceed. Work consists of the master planning, design and construction (design-build) of Personnel Housing, Dining Facility, Administrative, and associated Community Support and Morale Facilities. It also includes all site work, utilities, site improvements, storm drain system, roads, parking, walkways, perimeter security barriers, security and compound lighting, access control points and guard towers necessary for a fully functional compound. The Contractor shall perform all site surveys (topographic, utility, et c.) to determine the existing site conditions. Work also includes mine and unexploded ordinance (UXO) clearance and extensive site demolition involving several earthen brick buildings, and clearing debris (old vehicles, shipping containers, metal items, c oncrete, etc.) from the site. Selective clearing of trees and vegetation will be required. The solicitation will be available on or around 29 June 2005.
