- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with THOMSON SCIENTIFIC, INC, 3501 Market Street, Philadelphia, PA 19104 for a subscription to Web of Science database (SCI-W) WOS Science Citation Index internet for the period January 1, 2006 through December 31, 2006. WOS consists of the databases Science Citation Index (SCI) Expanded. The software is a proprietary product of the Institute of Scientific Information (ISI). It is a copyrighted product. ISI developed the technique called citation analysis that adds a unique capability to the Web of Science database. The NIST Research Library database estimates that approximately 150,000 searches are conducted annually by NIST research scientist. The product is an invaluable resource that is critical for keeping abreast of published literature. The product offers the breadth of coverage; more than 6,000 scientific, medical, technical, and social science journals are indexed. It is a tool for tracing original (first to publish) or related papers to enable further research, applications, and discoveries. The Government is unaware that any other comparable data base or source from which it can be obtained. Award to other than the Thomson Scientific is not expected result in a satisfactory substitute and would result in substantial duplication of time and costs that cannot be expected to be recovered through competition. This Notice of Intent to Sole Source Is Not a Request for Competition; a request for quotation is not available. Interested parties may submit written evidence of their interest and bona fide capability to fulfill the requirement prior to 2 PM EST on June 17, 2005. Such submissions will be reviewed to ONLY to determine if it is necessary for the Government to conduct a competitive procurement. The determination not to compete the requirement is exclusively within the discretion of the Government.
