Description
NASA MSFC plans to purchase a time-triggered protocol (TTP) disturbance node, MMII physical layer, hub for MMII physical layer, and software upgrade from TTTech Computertechnik. NASA MSFC plans to purchase this software upgrade from TTTech Computertechnik on a sole-source basis pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b). Competition is impractical for the following reasons: 1. The software upgrade is associated with hardware embedded within an existing development cluster, in which the company is the sole provider, that was previously purchased from TTTech under purchase order H36394D. The aforementioned software has unique capabilities and is the only software available that will satisfy MSFC?s requirements for use in the advanced avionics architecture that may be developed into a flight system. 2. Other products are available that meet critical factors of the project; however, it is not cost effective to purchase these items since they will have to be modified when received in order to meet compatibility requirements of the existing hardware. Also, all revised software contains trade secrets and confidential information of TTTech. This makes them uniquely qualified to perform the necessary technical support related to node development for application-specific systems for use in spacecraft. 3. The hardware items are in-line unit replacements for current hardware purchased from TTTech under purchase order H36394D. These units will replace daughter boards on circuit boards produced by TTTech and contain proprietary designs. No other manufacturer may produce these units because interfaces to them are not made public. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on June 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
