Description
NASA/MSFC has a requirement for a rental agreement to rent five Vision Research V7 Phantom Video Camera units and to purchase two Vision Research V7 Phantom Video Cameras. NASA/MSFC intends to purchase the items from Vision Research. The Vision Research V7 is the only high-speed video camera unit that satisfies the Government's minimum requirements for a camera unit that: a) has a 12-bit monochrome CMOS sensor with a light sensitivity of ISO/ASA 4800; b) uses no interpolated pixel data, c) has a global electronic shutter that can operate at 1 us, with shutter speed being independent of camera speed; d) will record 24,400 FPS at a resolution of 320 X 240 pixels, and e) has at least 4 gigabytes of internal memory for onboard video storage. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
