Description

Description: The Bureau of Reclamation has a requirement to construct and complete Gilt Edge Mine Superfund Site, Phase 4, Ruby Gulch Waste Rock Repository and Cap, Operable Unit 3. The objective of Phase 4 work is to complete the geomembrane cap system at the toe of Ruby Gulch. The work includes: excavation and removal of the existing Ruby Pond impoundment at the toe of the Repository. This impoundment is a geomembrane-lined pond which captures and provides temporary storage of acid rock drainage (ARD) which discharges from the Ruby Repository. The pond geomembrane is approximately 10 years old and leaks. Acid water leaking from the pond is captured and pumped back into the pond by a leak detection pump and by a downstream seepage cut-off wall and pumping system. A new subsurface ARD storage vault and a new pond will be constructed. The ARD vault is composed of a network of HDPE pipe and will require modification of the existing pump house. Primary components of work include:: water for dust abatement, clearing and grubbing, stripping topsoil, removing water, earthwork, geotextile, geomembrane cover system, textured geomembrane pond liner, riprap, polyethylene pipe culverts, polyethylene drain pipe, relocating and reinstalling pump house, automating pump operations, and Power lines in conduit. Since this is a Superfund site, prospective bidders are cautioned that the work requires compliance with CERCLA regulations. The estimated price range for this construction work is $1,000,000 to $5,000,000. This acquisition is being offered for competition as a total small business set-aside, using Sealed Bidding Procedures. A formal site visit which will include a question and answer period will be conducted on/or about July 12, 2005 in Deadwood, SD. The specific date and time will be published in the solicitation.
