Description

U.S. Army Space and Missile Command/ Army Strategic Command (SMDC/ARSTRAT) intends to issue a contract to SPOT Image Corporation, Chantilly, VA through solicitation number W91260-05-T-0006 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a)? Sole Source Acquisitions? SPOT Image Corporation will be providing SPOT commercial imagery acquisition service to SMDC ARSTRAT Combat Exploitation Team (CET) and G2 Spectral Operations Readiness Center (SORC) in support of deployed elements of ARSTRAT. Th e required SPOT commercial satellite imagery subscription service and support consists of providing 12 months of SPOT dedicated virtual FTP link tasking and delivery of commercial imagery to ARSTRAT CET and SORC. Period of performance is 1 year after date of contract award. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. T he solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. The proposed contract action is for SPOT commercial satellite imagery subscription service and support. For which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. SPOT Image Corporation presently has commercial satellites in o rbit that can provide the unique service of capturing and providing a satellite image of anywhere on the earth's surface and is the only known source for subject service and support. A justification for Other than Full and Open Competition has been prepare d in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offero r Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
