- This proposed procurement is UNRESTRICTED, NAICS code is 541513 with a size standard of $21,000,000.00. The Public-Private Competition (A-76) of Information Management/Information Technology (IM/IT) is being advertised as a Request for Proposal (RFP) . Solicitation issue date is 28 June 2005. Proposal due date is 26 August 2005. This request for proposal requires separate technical and cost proposals to be evaluated on the basis of Lowest Price Technically Acceptable for award of the project. Competit ive proposals will be evaluated based on Management, Technical, Past Performance (with the exception of the Agency Tender, who is exempt from this requirement), Experience (with the exception of the Agency Tender, who is exempt from this requirement), Smal l Business Subcontracting Plan, and Cost (for completeness, reasonableness, and cost realism, as indicated by utilizing the OMB mandated COMPARE software for A-76 competitions). Large Business firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 25% of the total contract value. This competition will include seven functional areas, which are Automation Services and Systems Support, Communications Services and Systems Suppor t, Information Assurance Service and Support, Records Management Services and Support, Printing and Publication Services, Visual Information Services, and IM/IT Administration and Management. Period of performance will include a 365 day timeframe for phas e-in plus a base year with four one-year option periods. All responsible sources may submit a proposal or tender which shall be considered by the agency. In order to reduce the possibility of error and to increase the quality of our service to you, all de liveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. Without SBA SDB certification, a prime contractor nor a fede ral agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issu e this solicitation is the Internet only. This solicitation will not be issued in paper.
