Description
On behalf of the Assistant Secretary of the Army, Installations and Environmental (ASA(I&E)), the Defense Contracting Command-Washington (DCC-W) intends to issue an award in accordance with FAR 6.3 to execute a commercial award under other than full and open competition to RegScan, Inc. The subscription services are proprietary. Offeror must be able to fulfill this entire requirement; partial coverage will not be acceptable. The Electronic subscription services for the following regulatory and st atutory databases on the Web has an approximate 6,000  8,000 potential pool of users and must provide the following: Federal Data " All 50 Titles of the Code of Federal Regulations (CFR) " Daily Online Federal Register " Daily Summary of Changes to all Federal Regulations " US Code for Environmental, Health & Safety (EHS) CFRs " Comprehensive Guidance Documents from numerous government agencies. " Official and up-to-date EHS forms and reporting guidelines " Daily Monitor feature - includes Final, Notices, and Proposed changes for CFRs 21, 29, 30, 33, 40, & 49. " Chemical lists for selected CFRs State Data " All 50 Environmental State databases " All 50 Environmental State statutes " All 23 OSHA State databases " California Air Quality District regulations The information provided in the 50 Titles of the CFR shall be current-to-the-day. That is, all final rules will be incorporated into the CFRs on the same day they are published in the Federal Register. The anticipated date of performance is a base year w ith three (3) option year periods. The NAICS code is 516110. This is not a request for proposals; only a notice of intent. The Government shall not be liable for or suffer any consequential damages for any technical information that may be provided. A determination by the Government not to compete this requ irement based upon any responses to this notice is solely within the discretion of the Government.
