Description
The Wexford Group International Inc. performed the first Phase of this work. During Phase II, they will build on the work of Phase I to assist in the completion of the development, and to assist in the initiation of, the changes to the DON human capi tal system conceptualized in Phase I. This will include complete research and analyses, policy development, required legislative changes, and plans to fully define and implement the new, objective system. Phase II will be the most critical phase of the work to develop a 21st Century DON human capital System. To accomplish this work, the contractors will help to broaden the scope of the Phase I effort by adding skills and depth to the project. The contract ors would add to the capacities of the ASN(M&RA) by " Providing specialized skills not resident on the ASN(M&RA) staff, such as strategic communications, conference facilitation, policy research, conference coordination, etc.; " Assisting ASN(M&RA) staff with strategic planning activities to cover the full range of activities needed to forward the DON agenda; " Developing specialized products used by principal staffs for communications, coordination, and analysis; and " Enabling coordination and synergy between M&RA, Services, and OSD staffs. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO RFP IS AVAILABLE AT THIS TIME. Organizations that believe they possess the capability necessary to undertake the work described should submit their capabilities package by 4:00 p.m. local time prevailing, June 24, 2005.
