- This solicitation notice is issued to obtain commercial sources qualified and interested in providing a commercial item proposal prepared in accordance with Federal Acquisition Regulation Subpart 13 to provide school bus services for approximately 650 children on Grand Forks AFB. This solicitation is unrestricted. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform bus service as defined in the Statement of Work, and in accordance with the National Standards for Pupil Transportation the State of North Dakota School Bus Driver?s Guide. The basic period will be beginning on or about 01 October 2005 and ending on or about 01 June 2006 with four, one year options with the first starting on or about 30 August and ending on or about 01 June. It is anticipated bus service will be provided year round but it is possible only winter bussing will be needed. The North American Industry Classification Code is 485410 and the small business size standard is $6.0M. The solicitation will be issued electronically on or about 27 June 2006. The solicitation may be obtained by downloading through the Electronic Posting System (EPS) (Vendor). Hard copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE Code). Offerors must register in the Central Contractor Registration (CCR) online at http://www.ccr.gov. The offeror must complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Only one contract will be awarded. Performance price trade-off procedures will be used with past performance being more important than price.
