Description
The objective of this research is to assist the Advanced Research staff of the Federal Highway Office of Safety Research and Development (HRDS) by providing non-personal services to improve access and/or quality of the Turner-Fairbank Highway Research Center?s (TFHRC) current and future Computer Resource Laboratory (CRL) collection of algorithms for data mining, mathematical analysis, feature recognition, data visualization, and simulation techniques. In addition, the contractor shall provide technical consulting, algorithm development and evaluation when needed, and if required, support in the use and applications of the following methods and procedures: Macro-texture and micro-texture algorithms and analysis methods, algorithms and methods to evaluate pavement surface data, various algorithms for handling large data sets and techniques for measuring surface characteristics using laser and gyroscope outputs, image processing capability for edge enhancement and detection, pattern recognition methods, the use of parallel coordinates for multidimensional data presentation, utilization of the OPEN DX program and the program Mathematica, use of the Hilbert-Haung Transform and the Empirical Mode Decomposition and the Bi-Empirical Mode Decomposition methods, use of the Eigen-feature algorithm, use of pattern matching methods with multi-dimensional data, sensor integration procedures, and integration of algorithms into a complete problem solving tool. It is anticipated that the resulting contract will consist of a 12 month base period with four, one year options. This requirement is a 100 Percent Small Business Set-Aside. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. The NAICS code for this solicitation is 541710. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. Note 1 applies.
