Description
The United States Department of Commerce (DOC) seeks to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for overseas technical assistance and logistics support for the Commercial Law Development Program (CLDP) worldwide objectives. This anticipated competitive acquisition is a reissue of a previously cancelled solicitation under the same name. SCOPE OF WORK: The purpose of this IDIQ contract is to provide a variety of logistical support services for CLDP overseas initiatives. The Contractor shall provide the following services: 1. Logistic services and support for CLDP long term advisors living abroad. The Contractor shall provide pre-departure and arrival briefings, temporary housing arrangements, furnish housing and moving assistance and other related support services. 2. Administrative Support Services: Logistic support for CLDP short term advisors and foreign nationals participating in CLDP programs both in the US and in other countries. The Contractor may be required to provide local administrative support, professional services and office equipment. 3. Project and support for short-term mission personnel and foreign nationals. This support may include airline reservations and ticket purchases, hotel accommodations, translators, interpreters, visa support, and other services as required. 4. Establish and staff field offices and provide all of the administrative and technical assistance and logistics support to manage these offices for CLDP. 5. Logistical services for overseas conference support. BACKGROUND: The Commercial Law Development Program (CLDP), a U.S. Department of Commerce initiative funded in part by the U.S. Agency for International Development, is one component of the U.S. Government effort to support economic and political reforms underway around the globe. CLDP provides training and consultative services to lawmakers, regulators, judges, lawyers and educators seeking assistance in the evaluation, revision and implementation of evolving legal systems. Technical assistance is usually provided to designated countries through short-term and long-term U.S. experts (Advisors). CLDP programs typically involve the placement of Advisors with host government ministries, as well as short-term in-country programs, such as conferences. The incumbent contractor is Metrica, Inc., 10010 San Pedro, Suite 400, San Antonio, TX 78216. CAPABILITIES: A prospective prime contractor must have relevant international experience providing the kinds of services described in this synopsis in various countries. CLDP has a presence in the following areas: Asia, Europe, Middle East and North Africa, and Sub-Saharan Africa. A critical component for the success of this program is contractor capability to obtain a line of credit ($1.5 M, and higher as program progresses) sufficient to finance required services and operations for approximately 90 days prior to contractor receipt of payment of monthly vouchers. Also, the prime contractor must be fully capable to manage sub-contractors, and fund items and services as may be necessary or required during the contract term. PRESOLICITATION NOTICE INFORMATION: The anticipated contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) and cost-reimbursement line items. The period of performance for this requirement is anticipated to be for a base period of one year and two additional one-year option periods. The Successful Offeror under the RFP will also have the possibility of earning up to a total of two, one-year award term periods. This requirement is anticipated for full and open competition under North American Industrial Classification System (NAICS) Code 541614. Federal Acquisition Regulation (FAR) Clause 52.219-09 Small Business Subcontracting Plan (January 2002) will be included in the RFP. Further instructions will follow in the Request for Proposal. The Department of Commerce anticipates that the solicitation will be issued on or about May 24, 2005.
