- The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 52.212-4 Contract Terms and Conditions?Commercial Items, with Integrated Dynamics Engineering, Inc. (IDE), for Modification 0001of Purchase Order Number SB1341-04-N-1656, to purchase fabricated and commercial parts required to prepare the NIST laboratory for the installation of the Multi-Stage Metrology Isolation System manufactured by IDE. Sole source determination is based on the following: IDE was awarded the purchase order via a competitive quotation process on September 24, 2004. In order to complete the installation, a series of large steel interface plates and brackets are needed that must match up and attached to the IDE Isolation System. IDE manufactured the system and has proprietary knowledge of the dimensions, fastening, and requirements for the vibration system and interface plates. IDE shall be responsible for the installation of the equipment. No other source could provide these parts and guarantee 100% compatibility and functionality with the IDE?s System. Delivery shall be FOB Destination. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 28, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
