Description
Reference is made to the Pre-solicitation Notice posted on 08 June 2005 under subject “81—Incremental Design Changes to M2A1 Metal Ammunition Can” and to the Sources Sought Notice posted on 11 February 2005 under subject “81—Incremental Design Changes (M2A1) Container.” This amendment serves to provide further clarification to the 08 June 2005 Pre-solicitation Notice. The US Army, Tank- automotive Armaments Command – Picatinny intends to solicit and negotiate on a sole source basis, under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(2)(ii) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to B-Way, Inc., Homerville, GA to provide engineering services to perform incremental design changes to the present M2A1 Metal Ammunition Can to achieve the end goal of a stand-alone container (i.e. a wirebound wood box will not be required for environmental protection of the container and its contents, or unitization in the palletized configuration). This effort will consist of a two-phased plan to implement the incremental design changes to the M2A1 can and to produce and deliver 10 standard M2A1 cans and 230 improved M2A1 cans, plus associated data. The container, by itself, will be required to survive a series of extreme shock, drop, stack and vibration tests at temperature extremes, while maintaining a 3 psi seal. Each phase of design changes will culminate in a test and evaluation exercise in which the contractor will provide the Government data on container performance. The 10 standard cans and 60 Phase I improved cans are to be delivered 120 days after purchase order award, and 170 Phase II improved cans are to be delivered 180 days after purchase order award. B-Way, Inc. is the current producer of the M2A1 Metal Ammunition Can. See Numbered Notes 22 and 26.
