Description
NAVAIR Orlando TSD intends to award a sole source Firm Fixed Price (FFP) contract to Manufaturing Engineering Services (MES) for the conversion of the 14A12 Anti Surface Warfare (ASW) Team Trainer to PC-based consoles and displays to allow for future GRTS incorporation at Fleet ASW School, San Diego, CA. This sole source award is based on FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Anticipated award date is end of June 2005. This sole source award is based on the following factors: 1. Budget Risk: The available funds are limited and will not allow for learning curve costs. The award must be in a FFP vehicle, any other vendor must accept type of contract. 2. Schedule Risk: The time frame of the FFP vehicle is limited as result of bullet #1. Due to the desire to make these enhancements in the shortest time possible, the original contractor has the most intimate knowledge and personnel assets to achieve this goal. 3. Interoperability Risk: MES’s familiarity with the interface requirements after completing the TDSS Integration affords the government the best value in this situation. Unless a vendor possesses a similar experience with interface of the existing applications, can perform the upgrades, these requirements will incur cost that will exceed the available budget. 4. Subject Matter Expertise. MES has conducted similar efforts on the 14A12J for Japanese Maritime Self Defense Force (JMSDF) and have an established and approved lab for safe use and storage of classified code. In turn MES possesses ISD specialists and subject matter experts that are already familiar with this system and the requirements of the customer, reducing confusion and saving time. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. Navair Orlando Contracts shall consider all responses. Proprietary data in the responses will be protected where so designated.
