- ***NOTE: The point of contact for this procurement is Mr. Norman Washington. Mr. Washington may be reached by Telephone 305-536-5751; FAX 305-536-3080; or via email at norman.washington@gsa.gov.*** The Government intends to enter into a Firm-Fixed Price Contract to provide Operation and Mechanical Maintenance Services at the Wilkie D. Ferguson, Jr. United States Courthouse, 400 North Miami Avenue, Miami, Florida. The contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide these services. This requirement will be a negotiated Best Value procurement using Source Selection Procedures as described in the Federal Acquisition Regulations (FAR) Parts 15.1 and 15.3. The procurement process shall consist of two phases as described herein. Phase 1 phase will consist of receipt and evaluation of technical proposals from offerors responding to the solicitation. The technical proposals will be evaluated to determine technical qualifications in accordance with the Source Selection criteria established in the solicitation. The Source Selection Evaluation Board will then develop an advisory short list in accordance with FAR Part 15.2 of those firms determined to be technically acceptable. Phase 2 will consist of the request of price proposals of those vendors that have been determined to be technically acceptable. The anticipated performance period consists of a base year with the possibility of four, one year option renewals. The solicitation will be available on or about April 21, 2005 in electronic form only. The North American Industry Classification System (NAICS) code for this procurement is 238220 with a size standard of $12 million. The proposed contract is being solicited as a Hub-Zone Set Aside. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Also, beginning, January 1, 2005, as required by the FAR all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission.
