- Description
- The Office of Thrift Supervision (OTS), 1700 G Street, N.W., Washington, DC 20552 intends to negotiate a sole source contract with Fitch IBCA, Inc., One State Street Plaza, New York, NY 10004 for Online Subscription Service for Financial Ratings. The service will include ratings for U. S. Banks, Thrifts and Credit Unions, Finance & Leasing Companies, Insurance Companies, Real Estate Investment Trusts, Securities Firms, and All Structured Finance for five OTS users (a base user and 4 additional users). The OTS will procure the service as a commercial item acquisition in accordance with Federal Acquisition Regulation (FAR) Part 12 and the simplified acquisition procedures of FAR Part 13.5. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13.105. This combined synopsis/solicitation incorporates provisions and clauses in effect through FAC 2005-04, Effective on June 08, 2005. The following FAR clauses will apply to any contract resulting from this combined synopsis/solicitation: FAR 52.252-2, FAR 52.203-1, FAR 52.203-3, FAR 52.203-4, FAR 52.212-9, FAR 217-8, FAR 217-9, FAR 52.222-3, FAR 52.222-4, FAR 52.222-26, FAR 52.222-36, FAR 52.222-40, FAR 52.222-41, FAR 52.225-3, FAR 52.232-1, FAR 52.232-8, FAR 52.233-1,FAR 52.232-33, FAR 52.243-1, FAR 52.249-1. A separate solicitation is not available. Responsible firms may submit a response to this combined synopsis/solicitation. Proposals in response to this notice should include 1. Price Proposal?a firm fixed price for the Online Subscription Service for Financial Ratings. 2. Technical proposal?literature describing the Online Subscription Service for Financial Ratings. 3. Past Performance Information. The OTS intends to award a firm fixed price contract on an all or none basis only after determining Fitch IBCA, Inc.?s proposal to be the most advantageous means of satisfying the Government?s requirement, price and other factors considered. Responsible firms must submit a written response to this notice that allows the OTS to determine the Offeror?s capability to meet the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received by 2:00 P.M. Eastern Standard Time, June 17, 2005 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The base period of performance will be July 1, 2005 through June 30, 2006 with two-twelve month option periods. Oral questions will not be accepted or answered. All questions must be submitted via email. Responsible firms may submit a written response to this notice. Proposals must be submitted to Office of Thrift Supervision, Attn: Elaine S. Logan, 1700 G Street, N.W., Washington, DC, 20552, or emailed to elaine.logan @ots.treas.gov by 2:00 P.M. EST June 17, 2005.
