- FISC Norfolk Detachment Phila. intends to solicit on a full and open competition basis on a commercial items basis as outline under FAR part 12 using Simplified Acquisition Procedures per FAR part 13 for on site Cardiothoracic services in support of Naval Medical Center San Diego, CA. Services will include but not be limited to providing either primary or assistant surgeon in cardiothoracic surgical procedures performed at the Naval Medical Center San Diego, CA. Historical data suggests that surgical procedures average about 60 hours per month. The successful vendor will also provide pre/post operative care, provide both in and out patient consultative opinions for hospital staff as requested, provide and direct appropriate diagnostic and therapeutic measures for inpatients etc. The successful contractor will at a minimum have a doctorate degree in medicine that is accepted by the AMA, AOA or ECFMG. Possess a current unrestricted license to practice as a physician in any one of the 50 states and possess certification in thoracic surgery as determined by the American Board of Thoracic Surgery. Also have performed at least 100 pump cases per year for a minimum of 3 years following completion of training, with results that meet or exceed current society of thoracic surgeons predicted results for CABG, redo CABG, valve replacement and aortic root. The period of performance for this requirement will consist of a two month base period starting 1 Aug 05 thru 30 Sept 05 and will have up to two 12 month options. A firm fixed price IDIQ commercial items purchase order is the expected result of this acquisition effort. The NAICS code for this acquisition is 621111. The RFQ will be issued on or around 10 February 05, and will be posted to the Navy Electronic Commerce Office @ WWW.NECO.Navy.Mil upon its release.
