Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source order to Rockwell Collins, Inc., Cedar Rapids, IA, to install and potentially acquire one to three HF-121C radio sets into the E-2C aircraft to demonstrate compatibility and non-interference with existing E-2C avionics and communications systems. NAVAIR desires to minimize NRE effort, cost and schedule by utilizing the proven, non-developmental, HF-121C system. The HF-121C is currently installed in the Royal Singaporean E-2C fleet and is interoperable and compatible with the Singaporean E-2C weapons system, thereby precluding major development when installed in US E-2C aircraft. Because the development of the HF-121C in the E-2 is essentially complete, installing the HF-121C in US E-2C aircraft should be accomplished much more quickly and less expensively than if another radio set were to be installed. The schedule delays and cost increase of qualifying another radio set in the E-2C are unacceptable. This effort will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), as Rockwell possesses the requisite knowledge, technical expertise and proven E-2C HF-121C technical data package for installation of the HF-121C into the E-2C aircraft.
