Description
Provide all tools, labor, equipment and materials to provide and install two S&C (or equal) manual PMH four-way pad-mounted switches and one pad-mounted meter cabinet in lieu of the existing seven section metal-clad switchgear with metering at Lajes Field, Azores. Provide working drawings for HAAZ approval before beginning work. Install a new pad for the new PMH switches and meter cabinet. Install a PMH switch connecting the two existing feeders from the manhole near T-260 and the meter cabinet with fused switches. The unfused switch shall be a spare. Install a PMH switch between the meter cabinet and the three existing feeders to Beira Mar military family housing in the manhole just outside the fence at Beira Mar gate. Install underground primary in concrete-encased 4-inch (10- 11cm) schedule 80 PVC conduit (or equal) to make the necessary circuit connections between the new equipment and the existing circuits. Cable shall be 25KV class EPR with 133% insulation not less than 4/0. Bond together and ground all switch and metering cabinet enclosures. Connect all cable ground shields to the bonding. Disconnect, remove and dispose of the existing metal-clad switch gear, including connecting cable and duct to the adjacent manhole. Seal manhole openings. Demolish and dispose of the existing switchgear pad. Provide as-built drawings, bill of materials and instruction manuals. Switches shall be knife blade or fused as specified by the 65 CES Electrical Superintendent. The work shall be done with minimal interruption of electrical service to any customer. All outages shall be approved in writing not less than two weeks in advance. Back feed, loop feed and outages shall be coordinated with the 65 CES Electrical Superintendent. All components shall be suitable for installation and use in a highly corrosive marine atmosphere. Switch and meter cabinets shall have 12? extensions. S&C PMH (or equal) means a switch meeting or exceeding the requirements of S&C specification 662A-31 of 3 May 2004. Factory finish color of the equipment shall be ?desert tan?. The proposals will be solicited on a firm-fixed price lump sum basis. North American Industry Classification System assigned to this acquisition is 238210. All work shall be in strict compliance with the statement of work and drawings. A firm-fixed price contract award is contemplated and the period of performance is not to exceed 60 calendar days. The project magnitude is estimated between $25,000.00 and $100,000.00 (EUR 25,785.00 and EUR 103,140.00). This procurement is RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. The solicitation, plans, specifications & drawings will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the solicitation through their e-mail addresses. No telephone requests will be accepted. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The successful contractor will be selected using Past Performance Price Trade-off procedures. It is anticipated the solicitation will be issued electronically on or about 23 June 05 on the Federal Business Opportunities web page at http://www.eps.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.), MaxView/SourceView.exe, Audocad. More information concerning these viewers can be found on the EPS website. Note: Any prospective contractor must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. It is recommend to register immediately in order to be eligible for timely award.
