The potential joint venture partner(s) would serve as solution providers to create innovative solutions that increase the performance and effectiveness of learning and knowledge management systems. Prospective partners could provide one or more components of the ultimate system. NTIS has extensive expertise and experience providing secure, large-scale, high-volume, Web-based solutions to government clients. We have operated state-of-the-art e-learning solutions for government clients behind federal firewalls for years. As a self-supporting government agency, NTIS offers unique security and operating value to federal agencies. The proposed joint venture would serve federal agencies that require such value. NTIS expects to provide personnel, hardware, IT services, facilities, security and help desk support functions to the partnership. The solutions provided by the partner(s) will enable the partnership to provide customized, large-scale, high-volume, integrated; secure e-learning and knowledge management solutions for use by federal agencies. Responses should address innovative e-learning and knowledge management technologies and/or address one or more of the following e-learning or knowledge management categories: ? Functional Requirements ? Performance Requirements ? System Components ? Design ? Development ? Delivery Platforms ? Security ? Accessibility - Section 508 ? Training Management ? Program Management The business opportunities described in this notice are joint ventures, require investments by prospective partners and yield a revenue sharing opportunity. NTIS enters into joint venture partnerships in accordance with the authority granted to NTIS in the National Technical Information Act of 1988 (15 U.S.C. 3704b) and in accordance with the guidelines published in the June 13, 1989 Federal Register. Joint ventures are not procurements. The partner(s) is expected to develop fully compliant and conformant integrated solutions in a premier e-learning environment that supports development of the federal workforce, advances the accomplishment of agency missions, and meets all government technical requirements. NTIS envisions the participation of one or more companies, which may all be partners if that is what they agree to do. Responses to this RFI must describe and reference the technical capabilities of the products, describe technical expertise and provide a concise description of the existing experience and the ability to provide NTIS with necessary technical training in the use of the products. Responses to this RFI may include proposed teams of more than one firm. Any proposed arrangements should describe how they would function in terms of prime/sub designations, line of authority, etc. Respondents to the RFI may be invited to make oral presentations. It is anticipated that the future joint venture will be a revenue sharing agreement which will provide returns to the successful party or parties.
