Description
As part of Market Research, this Request for Information (RFI) will be used determine if there is more than one source capable of designing, engineering, configuring, installing and integrating an Integrated Command and Control (IC2) console system to meet the individual needs of every base within the Air Education and Training Command (AETC). A firm-fixed price requirements contract is contemplated with a basic period and four (4) one-year option periods available. The North American Industry System Code (NAICS) for this acquisition is 334200 with a size standard of 750 employees. Once Market Research has been completed, the Request for Proposal (RFP) will be placed on the Federal Business Opportunities website http://www.eps.gov. It will be the responsibility of prospective offerors’ to check this site regularly for any postings or changes. Prospective offerors’ must be registered in the DoD Central Contracting Registration (CCR). Registration may be accomplished at http://www.ccr.gov. All responsible small businesses are encouraged to respond to this RFI. All prospective offerors’ shall indicate their size standard (large business, 8a, etc) when replying to this RFI. In your response briefly describe your company, experience with IC2 consoles or similar items, current or past contracts that deal with the aforementioned services or similar services, and any information you deem relevant. Provide a point-of-contact to include an e-mail address, your Federal Cage Code, Data Universal Numbering System (DUNS) and Central Contract Registration (CCR) number. Responses are due NLT COB 3:00 CST on 31 March 2005. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government and the Government is in no way obligated by the information received. Design, engineer, configure, install and integrate a total IC2 console system to meet the individual needs of every base within the command. This acquisition requires direct interface to both telephony and trunked/conventional Land Mobile Radio (LMR) systems. The telephony interface to existing telephone switches include Avaya, Meridian and Nortel equipment, while the interface to LMR systems is all Motorola across the command. The contract will provide System Implementation Services at every base within AETC include the following major tasks: 1) Systems Engineering and Integration, 2) Equipment Installation, and 3) Equipment Upgrade Programming. An IC2 console provides full functionality and total integration of telephony, land mobile radio, and air-to-ground radios into one consolidated operator position supporting the command and control needs of every wing command post, fire department, security forces and maintenance operations center within the command. Provide complete integration and full functionality as listed in the below table. Overall description of individual requirements Maintain sufficient telephone lines (at least two) with one having immediate precedence access to the DSN and commercial lines Equip all administrative and secure telephone handsets and headsets with push-to-talk features When using the LMR net, controllers must have the capability to seize the commander's net when required Each position requires the full functionality of the LMR (conventional and trunking) aspects as well, beyond just the telephony, and needs only one headset to communicate with both telephony and radio. Each position needs the ability to view the user ID, Over the Air Rekeying (OTAR), man-down, dynamic regrouping, alert tone, etc. The radio system will not use multi-level precedence and the Multi-Level Precedence and Preemption (MLPP) will end at the radio interface Each component of the system that is located within a building shall have a battery or uninterruptible power supply (UPS) When possible the power for the component should be connected to a building generator Ability to monitor and communicate via required air-to-ground UHF/VHF radios from the command post C2 Console Ability to record all incoming and outgoing communications for immediate playback as well as maintain copies on file Interface with all telephone switches currently installed on AETC bases and avoid having to retrofit the system if a new telephone switch is installed in the future Console furniture shall be adjustable and able to raise and lower where the operator can sit or stand while using the system The console system shall use 19” flat panel monitors Requires a network interface for NIPRNet e-mail connectivity and system administration. Requires interface for video feeds, or network interface to other systems (separate from the C2 consoles) to display Security Forces future technology initiatives Requires interface for alarm systems (security alarms such as Advantor and fire alarms such as Monaco), or network interface to another system (separate from the C2 consoles) to display Security Forces and Fire Dept alarms. Provide ergocentric furniture with ability to raise or lower (allowing the controller to sit or stand while operating the IC2 console), while providing a monitor array to support a variety of different 19" flat panels such as general office automation workstation, classified workstation, and other functional unique systems such as Monaco fire alarm, advantor security alarms, etc. Incoming calls - option of ringing or showing up on a screen Automatic call distribution by name or number through computer screen Basic operations of any phone features through computer screen Shows calls in progress of all numbers connected on the computer screen. Traffic /calls being transferred/disconnected or someone barging in displays on the computer screen Automatic sending of incoming calls to another number without announcing the call. Several calls made one after another with minimal operator actions Console button which lets you switch between calls toggling between the two calls without first hitting the hold key and then selecting the call button. Attendant camp-on for external, internal and tie truck calls If one console busy all calls transferred to the other console. Making multiple calls from one seized trunk (DSN priority) Recalls the last number to dial in. System automatically routes call load to all consoles, so all operators handle an equal part of the load System dialing from CD-Rom directory or screen dial pad Channeled voice recording on radios (LMRs or UHF/VHF Air-Ground nets) or phone numbers Call forwarding on ring no answer after a predefined timeout (overflow) and call transferred automatically after no answer (period of time or rings) Calls could be transferred to someplace else after duty hours or in contingency situations. BROADCAST NOTIFICATIONS: Research indicates our CPs have up to 77 checklists, within those checklist there are up to 100 notifications. DOXC recommends at least 100 pages with notifications on each page for a specific incident/event. CONFERENCE CAPABILITY: Conference is accomplished when requested by a caller or agency. ability to conference in 50 individuals Onscreen log of calls received and placed, conferences, etc. Log of calls placed and received Conference ability of 50 separate parties, on phones, radios, or in the air Preset capabilities to transmit the same information to 100 different people with a log of who got or didn't get the information. All telephony and radio configurations shall integrate and use full functionality of existing systems (to include telephone switch, land mobile radio and air-to-ground systems) Provide ability to interface and use the functionality of the Dialogic Communicator Telephone Alerting System Provide a 2-year warranty with on-site and telephone maintenance, with options to extend contracted logistics support upon warranty expiration for the entire IC2 console configuration as the sole provider for total maintenance.
