- This is a solicitation notice. This procurement is 100% set aside for small business concerns. The procurement will be a combination firm fixed price/indefinite quantity type contract for Boiler Maintenance Control at the Naval Support Activity, Philadelphia Pa. The contractor shall provide all necessary labor, material, supervision, equipment and supplies necessary to maintain, calibrate, repair, and make minor alterations to Steam Boiler Control Equipment at the Naval Support Activity on the following equipment for a period of one year. The work includes the performance of recurring services such as preventive maintenance, periodic operational checks and indefinite quantity work items of service calls, repairs and alterations. Services shall be provided on the following types of equipment: a) Two (2) 40,000 PPH Boilers, b) One (1) 24,000 PPH Boiler, c) Feed water system for boilers, d) Fuel (oil and gas) Systems, e) Combustion Air System, f) Level Control System, g) Monitoring System and associated equipment. It shall be the responsibility of the contractor to verify all conditions at the site prior to submission of their bid. Government personnel will also perform routine repairs. Repairs to boilers waterside, internals and piping will be the Government’s responsibility. This procurement contains a base period and 4 option years, which may be exercised by the Government in accordance with the schedule. The North American Industry Classification System (NAICS) code is 811219 and the size standard is $6.0 million. Per the Dept Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes a bidder ineligible for award of DoD contracts. There will be a site visit specified in the solicitation. The solicitation will be available on or about 24 June 2005. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium. Hard copies will not be available. The address for downloading this solicitation is www.esol.navfac.navy.mil. You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, you will receive an e-mail informing you when the Invitation for Bid (IFB) package becomes available. An official plan holders list will be maintained on-line and can be printed from the website. Notification of any changes to this solicitation (Amendments) shall be made on the internet. It is therefore the contractor’s responsibility to check the internet site daily for any posted changes to the solicitation plans and specifications.
