- The National Institute of Environmental Health Sciences (NIEHS) intends to award a sole source purchase order to Centerplate/NBSE, Washington Convention Center, Washington, DC 20001, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for food and beverage services for approx. 400 people for a 2 day conference "Environmental Solutions to Obesity in Americas Youth", June 1-2, 2005, being held at the Washington Convention Center. The Washington Convention Center has a designated service organization which supplies catering services for events held at its facility and will not permit outside entities to supply food and beverages for planned events. As a consequence no other source has the ability to provide food and beverage services for the NIEHS conference. Any firm believing itself capable of providing these catering services may respond by submitting a written narrative statement of capability within 7 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 7 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Centerplate/NBSE. The NAICS Code/Size is 722310/$17.5M.. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000. Market research into convention center services for conferences similar in nature has shown that the practice of a convention center providing the catering services using a designated provider for events held at their facility is standard practice in the industry.
