U--The Fleet and Industrial Supply Center, San Diego, intends to award a followon IDIQ contract to Complex Solutions, Inc. (CSI), Kailua, Hawaii, on an other than full and open competition basis. CSI is the only company capable of providing trained, educated and skilled international and domestic teams to perform the highly skilled level of unique training and other support services including the ability to meet the rapid timelines necessary to support Security Cooperation and Combating Terrorism. The services required include technical support to the Naval Postgraduate School's Center for Civil Military Relations' (CCMR) education and training program. The contractor support encompasses the identification, development and delivery of the graduate level educational needs in the U.S. Government Security Cooperation Program which provides stability operations/humanitarian assistance, combating terrorism, defense acquisition resources management, senior exe! cutive and leader training, defense reform, transformation and restructuring, and component pre-deployment graduate level education to Department of Defense personnel, senior foreign military officials, executives of international non-governmental organizations (NGO), and other groups participating in the inter-agency process, including topics such as potential conflict areas, key players, political agendas of various groups, emerging technologies and the fluctuating needs of professional staff, both civilian and military. Contractor support will be required in meeting educational requirements through the facilitation and sponsorship of conferences, courses/workshops and exercise/gaming scenarios. This will involve developing curriculum, educational content, exercise materials and associated databases and/or conducting specific events. The contractor shall also provide a broad range of expertise in the knowledge of international and non-governmental organizations an! d teaching capacity in support of the Civil Military Cooperation (CIMIC) and Civil Military Operations Center (CMOC) education and training which will enable International, Unified, Service, and Sub-Unified commands to achieve their missions within complex contingency operations. The period of performance is estimated to be one year for the base year with one or two additional optional years. The estimated award date is 1 August 2005. The estimated level of effort is 20,610 hours per year. Notes 22 and 26 apply. Commercial acquisition procedures are not being used for this requirement.
