Description
The United States Army Communications Electronic Command (CECOM) intends to modify Firm-Fixed Price, Indefinite Delivery Indefinite Quantity Contracts DAAB07-02-D-A217 & DAAB07-02-D-A219 in accordance with FAR 6.302-1, One Responsible Source, to incr ease the ordering ceiling on each of the BA-5372/U battery contracts from 384,840 packages to 885,000 packages. SAFT America (SAFT) and Ultralife Batteries, Inc. (UBI) are the only known sources for this battery configuration. The BA-5372/U is a small, lightweight battery that provides high power outputs over a wide temperature range. It is used as a memory hold battery in various strategic and tactical communications-electronics systems. It provides memory back up power to ov er 60 end items in the Army inventory, including a wide variety of tactical and strategic communications-electronics equipment, the most notable being the Single Channel Ground and Airborne Radio System. All of these end items are essential to the Armys ability to successfully accomplish its battlefield missions. The UBI and SAFT contracts were awarded prior to the onset of Operation Enduring Freedom and Operation Iraqi Freedom (OEF/OIF). As a result of missions associated with OEF/OIF, demands for the BA-5372/U battery have increased significantly over the originally projected demands. The remaining quantity of batteries that can be ordered on these contracts, based on the current contract ordering ceilings, is insufficient to meet the projected near term demands. Additional batteries are needed to eliminate backorders and replenish inventory to authorized levels. Quantities will be added, but the terms of the contracts will remain unchanged. The cumulative estimated price of the proposed action is $65.8M. The National Stock Number is 6135-01-214-6441. Shipments are to be FOB Origin with Inspection/Acceptance at Contractor Facility. Packaging and delivery schedule will be as specified in the ensuing delivery orders. This is a modification to Contracts DAA B07-02-D-A217 & DAAB07-02-D-A219 and the solicitation numbers assigned are W15P7T-05-R-C047 and W15P7T-05-R-C048. The US Army CECOM has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM to industry. All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil/ All responsible sources may submit a quotation, which shall be considered by the agency. See Numbered Note 22.
