Description
The U.S. Army TACOM-Picatinny at Picatinny Arsenal, NJ has a requirement for a follow-on contract to DAAE30-01-D-1003 for the performance of services of prime contractor for Electronic Systems Technical Support (ESTS) for the M109A6 (Paladin) and the M992 (Field Artillery Ammunition Support Vehicle ??? FAASV) . TACOM-Picatinny intends to satisfy this requirement through a competitive Request for Proposals. The Government anticipates using a delivery order contract type with one or more pricing arrangements; including Cost Plus Fixed Fee and Firm Fixed Price covering engineering services and hardware/software procurements. The Government is contemplating a period of performance of two years with an estimated maximum value of up to $50 Million. It is anticipated that the Electronic Systems Technical Support for the M109 and the M992 Family of Vehicles (FOV) will include, but is not limited to, technical support related to Paladin Digital Fire Control System (PDFCS), Excalibur capability, Force XXI Battle Command Brigade-and-Below (FBCB2) capability, and tachometer elimination features. Specific tasks shall be authorized only by separate, Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) task/delivery orders under the basic contract. Each task will utilize performance-based methods for acquiring services and include a Quality Assurance Surveillance Plan for those tasks defined by the task/delivery order. The successful offeror will be required to furnish qualified/experienced personnel, facilities, supplies and services necessary to support electronic systems modernization and system improvements of the M109 and the M992 Family of Vehicles (FOV). Modernization tasks will address total life cycle cost of current electronic components and software, mitigating technology obsolescence while addressing technology insertion, and combining modernization tasks with system improvements in a cost effective migration plan. This plan must take into consideration planned activities and market research, so that a cohesive approach to the entire system is developed. The successful offeror will have total responsibility for Paladin/FAASV electronic/software system engineering and integration efforts and shall be required to assess the impact of changes on the total system. The successful offeror will be responsible for preparation/assembly of test plans and all performance specifications/related documentation required validating system modernization/improvements and having them accepted for fielding. Results of these efforts will be incorporated into test/integration vehicles, fielded vehicles and future production vehicles. Electronics systems and software integration experiences are critical to the success of the program. Because of potential access requirements for non-exportable information (COMSEC and Nuclear Survivability Criteria) participation by foreign contractors is not permitted. The anticipated SIC for this effort is 8711.
