Description

The Aviation Applied Technology Directorate intends to acquire on an other than full and open competition basis, under the authority FAR 6.302-1, a contract to provide maintenance, materials, and troubleshooting support for the Hybrid Electric (HE) H igh Mobility Maintenance Wheeled Vehicle (HMMWV). Services shall consist of telephonic support, on-site support, and/or support at the contractor facility. A Time and Material contract with three, one year, option periods is contemplated. DRS Test Mana gement, Inc., the intended source, is the original integrator of the Hybrid Electric (HE) component, and the only known firm that has the unique qualifications to support the Hybrid Electric Vehicle(HEV). Furthermore, DRS retains proprietary rights on tech nical data necessary to support the HEV, therefore it was determined that no other source has the expertise, experience, and design data necessary to satisfy the Government's requirement. The costs that would be duplicated for another firm to acquire a si milar capability would be substantial. All responsible sources may submit a proposal, which will be considered by this agency. This acquisition will be conducted using Alpha Contracting techniques; therefore a formal solicitation for this program will n ot be issued.
