- Update 8 June 2005, 1600 This update reopens the XR_SIMAF Software and Hardware combined synopsis_solicitation announcement due to two significant omissions in the original synoptization, posted 24 May 2005. The Contracting Officer has determined that the 24 May 05 announcement did not comply with FAR 13.106_1(a) (2) in that the Basis for Award was not clearly stated and a new DOD mandated clause, DFARS 252.211_7003, Unit Identification and Valuation, was erroneously omitted. The XR_SIMAF Software and Computer Hardware is reopened and firms may withdraw or revise previously submitted proposals/quotes or submit new firm fixed price proposals/quotes until 4:00 pm EST on June 15, 2005. The following language is added to the original synoptization to clarify these issues: Basis for Award: This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFQ based on an integrated assessment of each quotation. Selection will be based on consideration of: (1) the technical capability of the items offered to meet the Government requirement; (2) past performance; and (3) price. Unit Identification and Valuation: The new OSD requirement for UID and Valuation of all items delivered to OSD, i.e. components with unit values more than $5,000 require the clasue DFARS 252.211_7003, Item Identification and Valuation. This DOD UID policy and the 7003 clause have been loaded into the PIXS repository. *********************************************************************** Update 2 June 2005, 0745 The hardware and software attachment dated 1 June 2005 (posted yesterday) omitted the information for CLIN 0015. This attachment has now been updated to include the CLIN 0015 information (Data Storage Media). *********************************************************************** Update 1 June 2005, 1420 The following list of deliverable CLINs has been modified to clarify inconsistencies. The corresponding hardware and software attachment dated 1 June 2005 replaces the original attachment dated 19 May 2005. The response date for this synoptization has been extended through 1200 EST on 3 June 2005.
