SOURCES SOUGHT NOTIFICATION ? ONLY. THIS IS NOT A REQUEST FOR QUOTATION. The 377 CONS/LGCB, Kirtland AFB, New Mexico, is contemplating the procurement of Cobalt-60 Gamma Source to include removal and disposal of the old depleted Cobalt-60 source and the installation and calibration of the new source. The acquisition shall include the removal, transportation, and disposal of the old source; the purchase, transportation, installation, and calibration of the new source. Interested parties should submit a Statement of Capabilities (SOC). The SOC should address the items contained in the attached. Vendors should identify the business size standard as reflected by the NAICS. SIC Code is 3844, NAICS code is 334517, and Size Standard is 500 employees. SOC are limited to no more than five (5) pages, double sided, on 8 ? x 11 paper. SOC is due no later than 3:00pm MDT, June 17, 2005. POC is Yolanda Gomez-Pohl at (505) 846-8391, e-mail Yolanda.Gomez-Pohl@kirtland.af.mil. DRAFT Statement of Work Replacement of Depleted Cobalt-60 Source At the AFRL Cobalt-60 Test Facility 1. Objective: The objective of this purchase is to refurbish the ?radiation irradiator? at the Air Force Research Laboratory (AFRL) Cobalt-60 Test Facility to meet the new radiation test levels required in the testing of the Air Force Space System electronics. The purchase and installation of a new 5200 to 5400 Curie (but not to exceed 5,500 Curies) Cobalt-60 gamma source within the irradiator will meet these new requirements for the next five years. 2. Scope: The scope of this purchase is limited to the replacement of the depleted Cobalt-60 source in the irradiator of the AFRL Cobalt-60 Test Facility, with a new 5200 to 5,400 Curies (but not to exceed 5,500 Curie) Cobalt-60 gamma source, and performance of related services. The scope shall include the removal, transportation, and disposal of the old source; the purchase, transportation, installation, and calibration of the new source, and the servicing of the irradiator drive motor system at the time of installation. Transportation of the depleted and new activity shall follow the guidelines that were implemented by Homeland Security and the Nuclear Regulatory Commission. Also included shall be the preparation and submission for review and approval: a source Re-installation, and a Safety Plan for the phase of the task occurring on Kirtland Air Force Base, Albuquerque, New Mexico. 3. Background: The present Cobalt-60 source (US Nuclear Corp. Model SDF 34-M-1 or J. L. Shepherd Model 75-1) at the AFRL Cobalt-60 Test Facility (ref. Attachments 1,2 and 3) was installed nearly four years ago (installed on 19 December 2001, with 5,326 Curies) and is licensed under the current Permit NM-30470-01/01AFP and Docket No. 030-90350, this license expires on 30 April 2005. [Submittal for Permit renewal was submitted on 7 April 2005.] The source radiation strength is reaching depleted near its ? half-life ? of 2663 Curies. At this low level, the Test Facility can no longer meet all of its test requirements for proper dose rates. The solution to the problem is to remove the depleted source capsule and replace it with a new 5200 to 5400 Curie source (not to exceed 5,500 Curie). Such a purchase and replacement can only be accomplished safely in the confinement of a large radiation ?hot cell? equipped with remote manipulators. Since there is no hot cell large enough on Kirtland Air Force Base to perform this task, the old source (sealed in its protecting 5,000 pound lead/steel shield) must be transported off base to as appropriate cell. The entire operation can only be performed by personnel specifically authorized by the ? Nuclear Regulatory Commission? (NRC) or by an ?Agreement State.? DRAFT DRAFT 4. Technical Task: To accomplish the above purchase and replacement, the authorized Contractor shall perform the following tasks: 4.1 Transportation. The Contractor shall be responsible for making all of the arrangements with the appropriate authorities for all of the transportation requirements in this purchase effort. One copy of the Contractor?s ?Pre-Shipment Radiation Survey? shall be sent with the shipping document. 4.2 Removal and Disposal of the Depleted Source. The Contractor is responsible in providing forklifts to remove the old source (with lead/steel shielding container). Due to the constraints within the test facility, two different size forklifts will be needed to remove the old new source. A 6,000 pound forklift will be needed to operate in and remove the source (with lead/steel shield) from the test cell, and a 10,000 pound forklift (or greater) to transport the source with its 5,000 pound lead/steel shield, plus 1,500 pound shipping container, to and from the delivery truck. The Contractor shall remove and dispose of the depleted AFRL Cobalt-60 at their hot cell. Included in the task are the detachment and transportation of the depleted source (sealed in its protecting lead/steel shield) from the AFRL Test Facility to the Contractor?s hot cell. 4.3 Purchase and installation of a new source. As in Task 4.2, the Contractor shall provide forklifts to install the new source. After the removal of the depleted source from its lead/steel shield, the Contractor shall then provide and install a new 5200 to 5400 curie Cobalt-60 gamma source in the protecting shield of Task 4.2. The Contractor shall also ensure that the new source properly fits within the source-encased cylinder (Atch.2) within the lead/steel shield. The source capsule presently in the Encased Cylinder is illustrated in Atch. 3. Upon completion of the new source encapsulation in the protecting shield, the Contractor shall then transport the sealed source and lead/steel shield back to Kirtland Air Force Base and install both items back into the AFRL Cobalt-60 Test Facility. At the delivery of the new source the Contractor shall present their ?Pre-shipment Radiation Survey? to the Base RSO and VS/RSO. Upon completion of the rejoining of the source and the shield to the facility irradiator, the Contractor shall then service (e.g., lubricate, adjust, repair and if necessary make parts replacements) the irradiator?s drive system for correct source travel (?Up and Down ? operation). A data sheet (delivered at the time of the new source installation) identifying the new source?s manufacturer, model number, number of curies, and any additional information required by the Nuclear Regulatory Commission will be presented at this time. . A copy of the engineering drawings (delivered at the time of the new source installation) of the new source capsule installed shall be delivered concurrently with the delivery of the new source capsule. DRAFT DRAFT 4.4 Calibration of the New Source. Upon completion of the new source?s installation and checkout at the AFRL Test Facility, the Contractor shall perform a ?Source Calibration? at the 5 locations (6 cm, 12 cm, 20 cm, 50 cm and 100cm from center of source). The source calibration shall consist of determining the new location of the source center, the ?steady-state? dose rate and the source ?Rise? and ?Lower? dose (measured in ?roentgens?) at the specified locations. The calibration readings shall be made on the source centerline, when the source is in the Up position. The calibration shall be done with instrumentation that has calibration, which is traceable to the National Institute of Standards and Technology (NIST). Upon completion of the calibration, the Contractor shall present a draft copy of the all the calibration points taken. The official copy shall be delivered within 30 days after the completion of the installation and calibration of the new source. 5. Advance Notification. The Contractor shall notify personnel at the AFRL Cobalt-60 Test Facility at least two (2) weeks prior to performance of each of the following tasks: a. Removal of the depleted source (Ref.
