- The Office of Justice Programs(OJP), National Institute of Justice (NIJ) attends to award on a sole source basis a purchase order to the Northwest Professional Consortium (NPC), 4380 SW Macadam Ave., Suite 530, Portland, OR 97239-6408. The NPC will conduct for NIJ a study on Drug Court Evaluation Efforts. The NPC has collected for many years an extensive database combining administrative data from several sources, including police, public defenders, treatment providers, and various judicial information systems. In obtaining this information from the NPC it affords NIJ with an excellent opportunity to examine on a year by year basis the effectiveness of drug courts in relation to a number of changes in policies, procedures and judges over the 10-year period which in turn will provide considerable insights as to what factors in drug courts impact the success of drug court participants, as well as to look at the matched sample for each period. Given the reputation, credibility, and past success of the NPC in addressing the topic of drug court research no other source for performing this work could bring an equivalent level of expertise to this proposed task. The aggregate data set created by NPC Research and the information from the Prosecutor?s Office will aid the National Institute of Justice with preparing the necessary reports and research papers to information other program offices and agencies of the findings. The Government considers the information presented at this conference to be valuable to NIJ?s mission to provide accurate and updated information to its customers. This order will be negotiated in accordance with the authority of 41 U.S.C. 2151(c)(1) Only one responsible source with unique capabilities. THIS IS NOT A REQUEST FOR QUOTATIONS.
