Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Vemco, Ltd. for ultrasonic tracking equipment. The state-of-the-art tracking equipment is needed to facilitate tracking of Atlantic salmon smolts in the Maine estuaries and associated near-shore waters. The North American Industry Classification System code is 334516. The small business size standard is 500 employees. Accurate information of smolt emigration rates and associated mortality is a critical research need as Atlantic salmon are part of a population segment listed as endangered under the Endangered Species Act. The equipment to be provided by Vemco, Ltd. will work with existing infrastructure of equipment and software systems and has been successfully used in work tracking Atlantic salmon smolts since 1996. This additional equipment is 100% compatible with existing Vemco equipment, data analysis software, and Access database systems that are currently owned and used by the NEFSC. In addition, this equipment will be used collaboratively with Canadian scientists in Department of Fisheries and Oceans and Atlantic Salmon Federation, and the University of Maine Orono/USGS as part of an integrated international monitoring system which increases the need for standardization. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to provide comparable and compatible equipment by June 16, 2005. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
