- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intend to negotiate with Mr. John Richardson on a sole source basis in accordance with the authority of 41 U.S. C. 253 (c) (1) only one responsible source. The requirement is to provide the Department of Commerce the Office of Travel & Tourism Industries (ITA) The Office of Travel & Tourism (OTTI) uses the I-92 file, sent by ACS, Inc (see below) as input to a processing cycle which generates reports and data used by OTTI as well as the travel, transportation and tourism industry sectors. OTTI relies on the I-92 system to: 1) furnish data on U.S. resident travelers to overseas countries, which is a critical input to the Survey of International Air Travelers (in-Flight Survey) program; 2.) Analyze and report on air travel trends to/from the U.S. and generate report is the U.S. International Air Travel Statistics Report. (Attachment #1, page1)- Proceeds from the sales and subscriptions to the I-92 data are deposited to the Depository Fund and help to offset the cost of the I-92 AND In-Flight Survey programs; 3.) The data is also used by the Bureau of Economic Analysis (BEA) for its monthly estimate of travel and passenger fare reports, The I-92 system processes data on a monthly, quarterly and annual basis. A stand-alone computer currently located in the OTTI?S office is used to process the I-92 files received from ACS. The computer contains customized programming, transferred from the Department of Transportation (DOT) in 1995, to process this data. The customized programs use Dbase, Rbase, Clipper and DOS applications to produce the required output. In summary, under the authority of FAR 6.303-2 (12) (b) it has been determined that John Richardson, is uniquely qualified because of his experience and knowledge in providing Customized Computer software maintenance, support and assistance-I-92 based on the research. Further the minimum needs of the International Trade Administration MAS/OTTI can only be satisfied by the unique capabilities which are available from the support that has the range, timeliness, and technical availability that meet critical source data needs to support the Bureau?s mission of developing and releasing critical software maintenance support contract. Offertory?s certain they can meet the requirements are requested to submit in writing an affirmative response which details their technical information demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Affirmative written responses must be received no later than 10 days after publication of this synopsis. Note 22 applies to this requirement.
