Description

PROJECT DESCRIPTION: Contractor shall provide all labor, materials, tools, equipment, supervision and incidentals to complete the Rehabilitation of the Day Use Area at Chilhowee Recreation Area. Perform demolition of 2 toilet buildings and associated slabs, walkways, vaults, tables, timber border areas, and utilities. Provide secondary electrical system as indicated on the drawings. The electrical system will include power for the new toilet building and a kiosk. Primary electrical power will be provided by Volunteer Energy Coop. Contractor shall provide trench and conduit for primary electric. VEC will install pad transformer & wiring. Install water piping, valves and associated appurtanances to the building; make connections to connect new water lines with existing water system; relocate 1 existing hydrant. Complete development of a new wastewater system as indicated on the drawings. This will include a collection system for raw sewage from the new toilet building to the new septic tanks to the existing 4,000 gallon septic tank and wastewater distribution lines (drainfield), clearing for and construction of a new drainfield system, 6? schedule 80 PVC gravity sewer line between the existing septic tank and wastewater distribution lines, construction of 1 manhole, 2 septic tanks, clearing, grubbing, seeding and mulching of the wastewater distribution system (drainfield) area, and all associated boring, casing, piping and distribution systems. Construct a 4 unit shower/toilet building according to plans. This building will consist of a women?s side with two showers (one accessible), two water closets, and a double lavatory; a men?s side with two showers (one accessible), one urinal, one water closet, and a double lavatory; an accessible family assist room with toilet, shower, and lavatory; a janitor?s room with a mop sink; and a plumbing alley. The building will be constructed of split-face CMU with a 24 gauge standing seam metal roof, quarry tile floors, painted CMU interior walls. Construct14 picnic sites, colored concrete walkways, stone masonry & timber walls and steps, grading, seeding & mulching, relocate existing (bear proof) garbage cans, soil amendments, mulching, paving & striping, and other associated items as shown on the drawings. Picnic tables and grills will be government furnished. Any items not stated herein or in the Schedule Of Bid Items shall be considered incidental to the contract. Contract Time is 180 calendar days from effective date of Notice to Proceed. ESTIMATED PRICE RANGE: Between $250,000.00 and $500,000.00 PROJECT LOCATION: Ocoee/Hiwassee Ranger District, Polk County, TN. Project is located approximately 7 miles north of US Highway 64 off Forest Service Road 77, in Chilhowee Recreation Area. Drive approximately 17 miles east of Cleveland, TN on Hwy 64. Turn north on FS Road 77, just past the Ocoee Ranger District Office. Follow FS 77 for approximately 7 miles to Chilhowee Recreation Area turn-off. Follow signs to Day Use Area. SOLICITATION DOCUMENTS: This solicitation, SAZ IFB 04-05-26, and related documents will be issued via FedBizOpps as an Invitation for Bid and will be available for downloading on or about June 22, 2005 at the website address: http://www.fedbizopps.gov/. A pre-bid visit has been scheduled for June 30, 2005 at 10:00 a.m. local time at the project site. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The Interested Vendor?s list will be the only Bidders? List maintained for this procurement. All vendors are required to be registered in CCR (Central Contractor Registration database) prior to award of a Federal contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov.
