Description

The USDA, Agricultural Research Service intends to issue and award to the American Society of Agronomy on a sole source basis, a contract for all USDA research scientists to have unlimited continuous electronic internet access to six journals. The source comprises of three societies, the American Society of Agronomy (ASA), Crop Science Society of America (CSSA) and Soil Science Society of America (SSSA), combining to form a single organization. Award is pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Access is for ordinary business (research), scholarly and educational purposes required by the Government. REQUIREMENT: The contractor shall provide unlimited continuous electronic access via the Internet for all USDA users to yearly content of ASA-CSSA-SSSA Journals entitled 1) Agronomy Journal, 2) Crop Science, 3) Journal of Environmental Quality, 4) Journal of Natural Resources and Life Sciences Education, 5) Soil Science Society of American journal and 6) Vadose Zone Journal, including current issues and back files, The contractor shall warrant that it retains the copyright to the above titles. ADDITIONAL REQUIREMENTS: The contractor shall grant Perpetual Data Rights to the above titles. Upon demand, the publisher shall provide continuous post-subscription period access to subscribed-to content published within the subscription period for USDA?s Authorized Users, either from the publisher?s server or via a third party (in the event the title is no longer carried by the current publisher) or via vendor-supplied, electronic files in a mutually agreeable format provided that USDA continues to observe its obligations with respect to security and restrictions on usage. Award, effective 8/1/05, will be for a five (5) month base period, four (4) twelve (12) month option periods and one (1) seven (7) month option period. Responses are to be received within 13 days of this notice. The NAICS Code/Size is 511120. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items.
