Description
Correction: The Solicitaion number for this action is hereby corrected to read as follows: HSCG80-06-Q-3FA008. All other information publicized in the original synopsis iscorrect.***** The U.S. Coast Guard is setting aside this acquisition for HUBZone Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC SHEARWATER (WPB-87349), an 87 Foot PATROL BOAT, at the contractor?s facility. This procurement is geographically restricted from Jonesboro, ME to Shallotte Inlet, NC. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 27 June 05 with quotes due on or about 15 July 05 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the bid opening/closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is Portsmouth, VA. The vessel?s availability is for forty-two (42) calendar days, starting on/about October 11, 2005. The scope of this acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC SHEARWATER (WPB-87349). Provide all labor, material and equipment necessary to perform dry dock repairs, including but not limited to the following Base Items: Clean and Inspect Fuel and Waste Oil Tanks; Remove, Inspect and Reinstall Propeller Shafts; Perform Stern Tube/Strut Alignment Inspection; Inspect Water-Lubricated Shaft Bearings; Remove, Inspect and Reinstall Propellers; Preserve Transducer Hull Rings; Overhaul and Renew Valves; Remove, Inspect and Reinstall Rudder Assemblies; Draft Mark Painting; Preserve Freeboard; Modify and Renew Cathodic Protection System; Provide Temporary Logistics; Routine Drydocking and Reinforce Engine Room Skeg and Strut Structures. Option items include but are not limited to the following: Welding Repairs; Additional Fuel Removal and Disposal; Realign Maine Engine/Reduction Gear; Inspect Government Furnished Propeller Shaft; Straighten Shaft; Renew Intermediate Bearing; Renew Aft Bearing; Perform Minor Repair and Recondition Propeller; Preserve Rib Notch Deck and Stern Door Interior Surface; Preserve Underwater Body; Renew Transducer Fairing; Provide Additional Temporary Logistics; Composite Labor Rate and Laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
