- Subject to final approval, the Bureau of the Public Debt, Administrative Resource Center intends modify purchase order TPD-IAF-05-00025 written to Rodrigo Villar for RedEAmerica services for the Inter-American Foundation for 3 additional months until a contract action can be put in place for these services. The Inter-American Foundation (IAF) requires a sole source contract with Rodrigo Villar, for this project. Rodrigo Villar is the only qualified entity that can carry out the multiple tasks described herein. Task One: Support RedEAm?rica?s Training Program In collaboration with RedEAm?rica?s Training Program and Thematic Committee, as well as the representatives of the Corporate Program at the IAF, Rodrigo Villar will do the following, in the first phase of the regional training seminars in Colombia, Argentina & Mexico: (a) teach a module on what is Grassroots Development (GRD); (b) offer technical assistance in seminars on vision and principles of GRD; (c) offer technical assistance to Fundaci?n Minetti in the selection of appropriate field visits for seminar?s participants; and (d) evaluate the seminars in collaboration with the Thematic Committee. Task Two: Promote new RedEAm?rica members in countries with few or no members. In collaboration with RedEAm?rica members and IAF Corporate staff, when possible, organize, prepare and hold meetings and workshops with potential corporate members in Peru. Task Three: Advice on the consolidation of RedEAm?rica. Rodrigo Villar will: (a) review and comment on the Agenda for the upcoming Council of Directors of RedEAm?rica (Consejo Directivo) meeting; (b) review and comment on all documents to be presented at the Council of Directors meeting, and provide technical assistance at the meeting and (c) provide follow-up with Council Members on the creation of an information system. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt-Administrative Resource Center will consider all affirmative responses received no later than June 20, 2005. Affirmative responses shall reference TPD IAF 05 00025 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a modification of the above listed purchase order will be made to Rodrigo Villar, 4505 Conifer Lane, Bethesda, MD 20814.
