- Naval Sea Systems Command, Program Executive Office Littoral Mine Warfare (PEO LMW), intends to issue orders on multiple occasions over a three year period under Basic Ordering Agreement (BOA) N00024-05-G-6326 with Northrop Grumman, Systems Corporation, Electronic Systems, P.O. Box 1488, Annapolis, MD 21404. This will allow for the ordering of labor, material, and documentation necessary to convert all AN/AQS-14A Mine Detecting Set equipment to the new AN/AQS-24 configuration. This will include a re-designed Control Processor Chassis that will incorporate both the Recorder Reproducer and Sensor Processor Chassis functions into the Control Processor Chassis Assembly. This will solve several obsolescence issues and better position the system architecture for future growth. Orders will be issued pursuit to 10 U.S.C. 2304(c )(1). Northrop Grumman Corporation is the sole designer, developer, producer and supplier of the AN/AQS-14A and AN/AQS-24 Systems and Upgrades. As such, Northrop Grumman Corporation is the only source with the expertise and in-depth technical knowledge of the equipment requirement to satisfactorily perform the work under the orders contemplated herein. No other source has the technical qualifications and necessary resources to perform the work of converting all AN/AQS-14A Mine Detecting Set equipment to the new AN/AQS-24 configuration tasks in an effective and timely manner.
