- The Naval Air Systems Command (NAVAIR) intends to negotiate a Sole Source, Cost Plus Fixed Fee (CPFF) Order under Basic Ordering Agreement, N00019-03-G-0014 with Lockheed Martin Systems Integration-Owego, Owego, NY for the design and technical insertion tasks related to the reconfigured capabilities of the AN/ARR-84 (V)2 Sonobuoy receiver for the MH-60R aircraft, which will then be designated as a Wideband Sonobuoy Receiver (WSR). This effort includes the non-recurring tasks to design, develop, integrate, test and qualify a reconfigured Virtual Machine Environment (VME) based WSR. The tasks involved in this design study and analysis effort include development of a functional specification and interface documentation as well as building and benchmark testing an Engineering Development Model for technical insertion into the aircraft. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole manufacturer and developer of the H-60 weapon system, LMSI-O is the only contractor with the experience and technical data necessary to perform this effort.
