- DESC: This is a combined synopsis/solicitation for commercial materials prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201815Q026 is issued as a Request for Quotation (RFQ) and will be awarded as a Purchase Order using Commercial Item Procedures. This acquisition is set-aside for small business. The NAICS Code #331210. The small business size is 1,000. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. BACKGROUND: The U.S. Fish and Wildlife Service, San Bernardino National Wildlife Refuge requires square tubular steel material and steel reinforcement bars. Material will be used for 1.75 miles of border vehicle barrier. This solicitation is for supply and delivery of supply only. GENERAL DESCRIPTION: This solicitation contains two (2) line items: 0001: 1,700 feet square tubular material (dimensions: 6-inch x 6-inch x 1/4-inch thick x 10-foot long). 0002: 882 feet steel reinforcement bar material (dimensions: 1-inch thick x 20-foot long). Price to include delivery to San Bernardino National Wildlife Refuge, Cochise County, Arizona. Delivery site is located 16 miles east of Douglas, Arizona along Geronimo Trail Road (15th St. in Douglas). Geronimo Trail Rd. is a two-lane, gravel surface, graded road. Delivery must be coordinated with refuge staff prior to delivery. The Refuge will provide a fork lift to assist with offloading supplies. The delivery must occur any time Monday thru Thursday, 8am-12 noon. Offered price will include all applicable federal, state, and local taxes. Delivery shall be made by 7/31/05 after receipt of award. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: This is a "Best Value" procurement. The Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past performance; 2.
