Description
Notice to Offerors: All responders are advised that the project may be delayed cancelled or revised at any time during the solicitation and/or award process based on Congressional Authorization and Appropriation. If the solicitation is cancelled, a ll bid preparation costs will be borne by the Offeror. The Government will not reimburse bidders for their costs associated in preparing their bids. Registration for Solicitation: Prospective Bidders, subcontractors, and Dodge Plan Room are required to self register their firm or office on the Internet to receive the solicitation. This solicitation including the plans and specifications will be available free of charge thru our website https://ebs.poa.usace.army.mil/AdvertisedSolicitations.asp - Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Updated project listing and planholder lists are also available thru our website. All notifications of changes to this solicitation shall be made through the Internet only, and it is the responsibility of the contractors to check for any posted changes to this solicitation. TELEPHONIC OR EMAIL REQUESTS FOR THE SOLICITATION WILL NOT BE HONORED. Descript ion: On or about 01 July 2005, the Alaska District Corp of Engineers will issue an Invitation for Bid to construct a Sniper Field Fire Range to be a standardized M21/M24 range for day and night time sniper training, as well as advanced rifle marksmanship training for selected personnel. The range will include a range control tower. This is to be a fully automated range. Supporting facilities include construction/upgrade of a range access road, site clearing and grading, and the construction of electrica l and information systems infrastructure. This range will be overlaid on top of an existing multipurpose machine gun range at Fort Richardson, Alaska. This solicitation is unrestricted and open to both large and small business participation. Plans and s pecifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Governments best interest. All bid forms, bonds, and other normal documents required for submission of the bid, including amendments to the bid shall be in paper medium. Electronic medium for the bid documents will not be allowed. All responsible sources may submit a bid in the format and on the forms in the solicitation that shall be consi dered. Contractors must be registered with the Central Contractor Registration (CCR) in order to receive a Government Contract Award. CCR can be accomplished via the Internet at http://www.ccr.gov/. Electronically completed Representations and Certificat ions are required for this solicitation and can be accomplished vial https://orca.bpn.gov. NAICS code for this project is 237990 Other Heavy and Civil Engineering Construction. For the purpose of this acquisition, a concern is considered small business i f its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $28.5 million. The proposed acquisition will result in a fixed-price contract. The estimated magnitude of the construction project is between $1,000,000.00 and $5,000, 000.00. Large business concerns submitting proposals for services exceeding $500,000.00 or for construction exceeding $1,000,000.00, shall comply with Federal Acquisition Regulation (FAR) 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corp of Engineers considers the following goals reasonable and achievable for fiscal year 2005; Small Business 50.9%; Small Disadvantage 8.8%; Woman-Owned Small Business 7.2%; Service-Disabled Veteran-Owned Small Business (SVOSB) .05%; HUBZone Bu siness 2.9%.
