Description
The U.S. Army Corps of Engineers, New England District is soliciting prospective contractors for the maintenance dredging of the Norwalk Harbor Federal navigation channel and anchorage areas. All dredged material, which is predominantly silt, shall be removed mechanically by clamshell bucket. The project has been divided into two Phases extending over two dredging seasons. The first Phase work (base bid), to be started October 1, 2005, consists of dredging the northern reaches of the project and co nstruction of two in-river Confined Aquatic Disposal (CAD) cells. About 80,000 cubic yards (cy) of suitable dredged material will be dredged using a conventional bucket and disposed of at the Central Long Island Sound Disposal Site (CLISDS), approximately 35 nautical miles from the work site. About 50,000 cy of material dredged for the CAD cells will also be disposed of at the CLISDS. Dredged material identified on the drawings as unsuitable (about 40,000 cy) for disposal at the CLISDS will be dredged us ing a clamshell bucket and disposed in the CAD cells. The CAD cells will be capped by approximately 8,000 cy using some of the suitable material from required dredging operations. The second Phase (optional bid item) of the work consists of dredging of a bout 340,000 cy of material from the southern reaches of the project with disposal at CLISDS. An additional option bid item consists of capping the disposed material with about 75,000 cy using Contractor furnished suitable dredged material from offsite so urces. Dredging operations will be permitted 24 hours per day and 7 days per week. The Norwalk Harbor Federal project was last maintained in 1980-81. The NAICS code for this Procurement is 237990, with a Size Standard of $17.02 million. This solicitati on is issued on an unrestricted basis. The estimated issue date for this procurement is on or about 1 July 2005. Prospective contractors and subcontractors are required to self-register their firm or office on the Internet to receive the solicitation. R egistration instructions are available on the Internet at http://www.nae.usace.army.mil as well as the media by which the solicitation will be made available. Amendments, if any, to this solicitation will be made available at this Internet site. Neither telephonic, mailed nor fax requests will be accepted.
