Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Missouri Army National Guard has a requirement for hosting, maintaining and updating our Recruiting and Retention Web Site. The general format and site design has been developed and w ill be provided, some update/additional development to activate may be required. Please note contract expansion option and evaluation criteria for vendor selection. The Request for Proposal is prepared with provisions and clauses incoporated through FAC 2001-27 as a small business set-aside under NAICS 541519. The follow Statement of Objectives is provided: The Missouri Army National Guard (JFMO-DPR) would like to solicit a vendor to host, maintain, and update our state Recruiting and Retention Web Site( s). The general format and site design has been developed and will be provided. This contract will be for possible design (Graphic plus Technical), hosting, and tracking of data specific to the site. Some update/development may need to be done to activa te the site. 1) The domain name for this web site will be provided. (Actually four to point to same location with possibility of more used as landing pages) 2)Contract for 1 year with option to extend service. 3) Date for Web Page Posting: No later than 1 August 2005. Preferably 15 July 2005. 4) The funding range for service to be: $5,000.00 - $12,000.00 per year. Contractor Responsibility " Provide security for site " Provide a hosting service for the site " Allow for regular (monthly) updates and mino r changes. (i.e. Text updates, links, etc.) These updates must be completed in a timely manner (2-5 working days)" Allow for larger scale updates and review (4-6 months). (i.e. Pictures, graphics, etc.) Note: this may include visitation of Marketing N COs to vendor location. " Provide reports compiling information on site visitors and leads generated through the site. (i.e. Popular search words. Mouse click locations, etc.)" Vendor must be able to provide feedback and recommendations for the marketing of the site, specifically to drive traffic  in turn generating recruiting leads. Options for possible contract expansion: " Placement on major search engines: Create pages with appropriate meta-tags to enhance positioning of web site on major search engi nes. Ensure web site is submitted using a strategy that best facilitates a high ranking on each individual search engine. (submissions re-made as allowed, adjusting to continually better placement) " Creation and placement of banner advertising. " Pay pe r click placement. " Bid site placement " Opt-in E-mail service (creative and placement, includes providing target market lists) " Develop, host, maintain addition web related projects from Recruiting and Retention. " Other Web related activities. Government Responsibilities " Provide predominan t amount of text content. " Provide domain name " Provide artwork as needed. (selected vendor may need to format and place on web site) Provisions and Clauses as follows are applicable to this solicitation: 52.212-1, Instructions to Offerors--Commercial ; 52.212-5, Evaluation of Options; 252.212-7001 (Dev); 52.212-2 Evaluation -- Commercial Items; 52.212-3 Offerors Representatins and Certification--Commercial Items; 52.212-4 Contract Terms and Conditions--Commercial Items; 52.212-5 Contract Terms and Con ditions Required to Implement Statutes or Executive Orders--Commercial Items;52.217-8, Option to Extend Services; 52.217-9 Option to Extend the Term of the Contract. The Evaluation The Government shall award a contract to the offeror that demonstrates the ability to provide the skills necessary to not only perform the technical requirements of maintaining the web site but also the creative skills necessary to assist the Marketing NCO in maximizing the effectiveness of obtaining recruiting leads through the web site. Past Performance 1. The contractor is requested to provide information of a minimum of three (3) similar/rel evant projects to include: Description of the project, Name, Address and Telephone Number of Agency/Company and Name of individual to be contacted for reference. Technical Capability 2. Provide resumes of key personnel that would be assigned to this proje ct. It is anticipated the above requirement would include marketing and technical personnel. Pricing 3. Provide firm fixed cost for hosting and maintaining the Web Site as well as hourly rate for expansion options. It is anticipated that this will be a wo rking partnership between the Missouri Army National Guard and the contractor - an on-site demonstration may be requested for those contractors determined to be the most highly qualified.
