Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The subject solicitation, FA5685-05-R-0009 is issued as a Request for Quotation (RFQ. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-03, Effective 11 Apr 2005. (iv) DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. (v) The following CLINS are applicable to this solicitation: CLIN 0001 TV/Storage Unit, 60 ea.; CLIN 0002 Coffee Table, 60 ea.; CLIN 0003 End Table, 120 ea. (vi) See Attachment 1 for a more detailed item description. (vii) The delivery address is 39 CES/CECHF, Bldg 248, Incirlik AB, Turkey 09824. The period of performance will be 45 days from date the contract is awarded. (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) This is a competitive best value acquisition utilizing Past Performance Trade-Off (PPT) evaluation criteria. Past performance is significantly more important than price. The government may award to a higher priced offeror if such offeror exceeds other offerors on the past performance factors and is determined technical acceptable. Offeror?s are required to provide a listing of no more than five (5) of the most relevant contracts performed within the last three (3) years for the same or similar type project. Submit original plus two (2) copies. Offerors with no past performance will be rated neutral. In addition, each potential offeror is required to submit a sample of CLIN 0003, End Table, with their RFQ for evaluation. The samples will be evaluated based on the offeror?s compliance with the specifications in Attachment 1, as well as the overall quality of the item. Only those samples that are rated technically acceptable will be considered for award. (Samples will be returned at the offeror?s request; however, the offeror must make arrangements to pick up the sample.) (x) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer must be submitted with each RFQ. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addenda are also attached: 52.233-3, Protest After Award, 52.247-34 -- F.o.b. ? Destination, 252.204-7003, Control of Government Personnel Work Product, and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the following addenda are also applicable: FAR 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration (Oct. 2003)(31 U.S.C. 3332). FAR 52.225-13, Restrictions on Certain Foreign Purchases (Mar 2005) (E.o.s, proclamations, and statutes administered by the Office of Foreign Assets Control of the Department of the Treasury). (xiii) All prospective offerors must guarantee a ten (10) year warranty on materials and workmanship for all contract line items.
