- INTENT TO AWARD A SOLE SOURCE PROCUREMENT. The Space and Missile Systems Center, Detachment 12, Rocket Systems Launch Program, Kirtland Air Force Base, New Mexico intends to solicit and negotiate a sole source five-year Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with Honeywell Defense and Space Electronic Systems, Clearwater, Florida under the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2)(iii), available only from the original source, Honeywell. The BMRST system is a mobile, GPS and telemetry-based space launch range safety system that has been designed and developed by Honeywell based on their Range Safety and Telemetry System (RSTS) technology. This acquisition will procure upgrades to the first three existing BMRST systems and continue with spiral development of existing BMRST systems. Specific tasks will include the engineering support, software, spare parts, documentation, and logistical support for all BMRST systems owned and operated by U.S. Florida National Guard and the upgrade of existing BMRST #2 and #3 systems. Interested firms should submit a Statement of Capability (SOC) within 15 days of this announcement. Submit the SOC to Ms Aurora Vigil, SMC Det 12/PKS, 3548 Aberdeen Avenue S.E., Kirtland Air Force Base, New Mexico, 87117-5778. The SOC must include sufficient detail to demonstrate possession of the requisite technical expertise. Foreign firms are advised that they will not be allowed to participate in this acquisition as a prime contractor. The NAICS code is 541710 and the Size Standard is 1,000 employees for this effort. An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror.
