- Capable sources are sought to provide Plumbing Systems, Heating, Ventilation, Air Conditioning, and Refrigeration Equipment (HVAC&R) to the Air Force Research Laboratory (AFRL) Rome Research Site. The AFRL Rome Research Site is considering whether to issue a set-aside acquisition for certified 8(a); HUBZone and/or Service-Disabled Veteran-Owned Small Business sources for a new Heating, Ventilation, Air Conditioning, and Refrigeration Equipment (HVAC&R), and Plumbing Systems I.D.I.Q. This acquisition includes, but is not limited to furnishing all labor, materials, equipment, supervision and warranties required for a Fixed-Price/Indefinite Delivery, Indefinite Quantity contract for a variety of Plumbing Systems and HVAC&R units (to include heating systems up to 750,000 BTU/HR and air conditioning and refrigeration equipment up to 500 tons) and their components at various facilities and associated grounds at Air Force Research Laboratory (AFRL), Rome Research Site, Rome, New York; the Defense Finance & Accounting Service- Rome; and all associated sites (Newport Test Annex 1, Newport Test Annex 2, and Stockbridge Test Annex); all within 35 miles. The work is required in support of Rome Research Site, Civil Engineer (CE) activities. This work includes the maintenance, repair, and installation of all components, devices, equipment and associated systems, including but not limited to compressors, blowers, motors, drive assemblies, fans, service valves, dampers, condensers, cooling coils, piping, pumps, purge units, control systems and wiring, duct work, burner assemblies, combustion chambers, thermostats and temperature controls, registers, condensate and drip pans and drains, grills, evaporators, air filters, heat/air conditioning units, electrical appurtenances and all other items of equipment essential to the proper operation of HVAC&R equipment and systems in accordance with the manufacturer's manuals. The contractor will employ a recognized testing agency and submit a certified balance report for balancing work required under this contract. During the contract period, CE will identify construction tasks required to complete each specific job, and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete these projects. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. Individual jobs will vary in size and complexity. Guaranteed minimum over the life of the contract is the amount of the first delivery order; minimum delivery order: $2,500.00, maximum delivery order: $25,000.00. The first order is anticipated to be less than $25,000. The North American Industry Classification System (NAICS) Code is 238220, with a Small Business Size Standard of $12 million. Any required amendments, letters of clarification and other applicable documents will also be issued electronically. ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial RFP is issued. The performance period will be sixty months. In your response please include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amount, points of contact, and telephone number(s); (c) since the work contemplated by this contract requires the contractor to have one or more full time employees on staff to hold CFC/HCFC Certification (universal) as required by 40 CFR Part 82, Subpart F., EPA, please submit the name(s) and certification number(s) of one or more employees and their work history with your firm. (d) past performance references for similar plumbing and HVAC&R work performed within the past five years, and (e) SBA letter of certification (f) whether your firm is a SBA certified 8(a); HUBZone or Service Disabled Veteran-Owned Small Business concern. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the evaluation. However, the Rome Research Site will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a), HUBZone and/or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on an unrestricted basis. The issuance date for this solicitation has yet to be determined, but is anticipated for mid to late May on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Contractors are reminded that should this acquisition become an 8(a) set-aside, FAR 52.219-18 with 252.219-7010, Alternate A, Notification of Competition Limited to Eligible 8(a) Concerns applies. If this acquisition becomes a HUBZone set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside will apply. If this acquisition becomes a Service-Disabled Veteran-Owned Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside will apply. All of the above must be submitted in sufficient detail for a decision to be made on a certified 8(a); HUBZone and/or Service Disabled Veteran-Owned Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition.
