- Description
- Services. The services to be provided under this contract include, but are not limited to, the following to be conducted by the contractor: Construction services provide all work, materials, supervision, equipment -except when specified as Government furnished ? to construct a four (4) story, twenty-eight thousand, three hundred and fifty gross square feet (28,350) clinical addition to the VA Health Care System (VAHCS) in El Paso, Texas in order for the VAHCS to meet it?s future workload demands. This new addition is designed to connect to the existing building by way of the 2nd 3rd and 4th floor and is designed to match existing styles and colors. The exact location of this new addition is in the East Side of the building along a sidewalk leading to the loading dock warehouse entrance. The successful contractor will be responsible to provide everything necessary to complete all work in accordance with the contract scope of work, contract provisions, drawings, and specifications. Performance period for this project is 365 calendar days from issuance of Notice To Proceed. The magnitude of this construction is between $1,000,000.00 and $4,000,000.00. The proposed procurement listed herein is a competitive set-aside 100 % for Service-Disabled Veteran Own Small Business (SDVOSB) Concerns. All responsible SDVOSB companies will be eligible to submit proposals. Award of a contract from this solicitation will be made on the basis of Best Value to the government where the technical factors when combined will be more significant than price. The Government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification System (NAICS) Code for this procurement is 236220. Any concern responding to this solicitation is considered a small business if the annual average gross revenue of the concern and its affiliates for the proceeding three fiscal years do not exceed $28.5 million. NOTICE TO ALL POTENTIAL OFFERORS: This synopsis is for informational purposes only. All relevant solicitation documents (which includes all pertinent information needed to prepare proposals ie. drawings and specifications) will be available for download on or about 20 Jun 05 exclusively from the internet by Accessing the Electronic Posting System (EPS)/Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will NOT be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferred method, however. CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to VAHCS, El Paso, Texas. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates / amendments to any and all documents; and verifying the number of amendments issued prior to the due date for bids. The closing date and time for submission of offers will be contained within the solicitation package. NOTE to ALL Offerors: You are ultimately responsible for reviewing the Federal Business Opportunity (FBO) Site for all information relevant to desired acquisitions. All responsible concerns may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Veteran Affairs. Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. NOTE to ALL Offerors: The closing date and time for submission of offers will be contained within the solicitation package. No response to this notice is necessary and NO SOURCE LIST / BIDDERS MAILING LIST will be maintained. NOTE to ALL Offerors: Funds are presently available for this project. The Government reserves the right to cancel this solicitation either before or after the RFP closing date. NOTE to ALL Offerors: POTENTIAL OFFERORS WILL BE REQUIRED TO PROVIDE PAST PERFROMANCE INFORMATION prior to submission of proposals.
