- This is a combined synopsis/solicitation for animal caretaker services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSBP1005Q0440 and this solicitation is issued as a request for proposal. The Closing Date and Time for this solicitation is June 27th, 2005 at 3:00 PM EST Time. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. This requirement is solicited as a Small Business Set-aside. The NAICS code is 812910 with a size standard of $6 million. Contractors are still required to identify their company's business size even though unrestricted via their representations and certifications. The description of the requirements is located in the Statement of Work. Services performed are for: Customs and Border Protection; Naco Border Patrol Station; Horse Patrol Unit; 2136 S Naco Highway; Bisbee, AZ 85603. Actual location for animal caretaking (feeding and mucking of horses) will be disclosed to interested parties upon award. General location is Bisbee, AZ. This combined synopsis/solicitation notice for animal caretaking services is for approximately twenty (20) horses on a daily basis. The number of horses may increase or decrease according to the mission requirements. See Statement of Work for details. The anticipated contract will be for a base period from the date of award until close of fiscal year at 09/30/2005 plus three option years. Evaluation of Options 52.217-5 and 52.217-9 Option to Extend the Term of the Contract applies. All quotes for this solicitation must quote a price for the base period and the three option years, subject to FAR 52.232-19 Availability of Funds for the Next Fiscal Year. Availability of Funds for the Next Fiscal Year(Apr 1984) Funds are not presently available for performance under this contract beyond September 30, 2005. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond September 30, 2005, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. Provisions at 52.212-1 Instructions to Offerors-Commercial and 52.212-2 Evaluation-Commercial Items (Jan 1999) as amended. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors along with the price shall be used to evaluate offers: 1) Quality of Service 2) Timeliness of Performance 3) Business Relations. Each proposal will be evaluated independently. No mergers of solicitations will be accepted. Contact the contract specialist shown below for a complete copy of this solicitation including the Statement of Work and Past Performance Evaluation Form (PPEF). Offerors are required to use the provided PPEF form for three (3) different references. PPEF forms are required to be turned in before the closing date and time of the solicitation. New Offerors without previous work history will not be evaluated on Past Performance however their offer should state reason for no work history and address each of the evaluation factors listed in their proposal. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items should be submitted with the Contractor's responses/quotes. Clause 52.212-4 Contract Terms and conditions-Commercial Items and clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. These provisions and clauses are incorporated by reference. The Service Contract Act of 1965 as amended applies to this requirement. Quotes shall incorporate the minimum wage for Animal Caretaker (Occupation code 99020) for Naco, and Cochise Counties of $9.32 per hour per Department of Labor Wage Determination Number 94-2025 Rev. 32. Place of Performance: Cochise County; Bisbee, AZ This contract is for a base year starting upon contract award until September 30, 2005 and 3 Option Year periods as follows: Base Year: Contract Award Date through September 30, 2005 Option Year I: Oct 1, 2005 through Sep. 30, 2006 Option Year II: Oct 1, 2006 through Sept 30, 2007 Option Year III: Oct 1, 2007 through September 30, 2008 The contract awardee will perform horse feeding & mucking services according to below Statement of Work for Naco Border Patrol Station. The designated Contracting Officer's Technical Representative (COTR) at Naco Border Patrol Station is Sandi Goldhamer. SOW: CARETAKER/MUCKER OF HORSES FOR THE NCO STATION The Contractor shall provide all labor and transportation for caretaking services, as requested by the Supervisory Border Patrol Agent (SBPA) or Contracting Officer?s Technical Representative (COTR), for twenty (20) horses (the number of horses is subject to change due to retirement or changes in the needs of the service.) owned by the United States Border Patrol. The contractor must have a good working knowledge in the care of horses and be able to recognize and evaluate health symptoms such as colic, trush and other ailments common to horses. This will ensure the health and well being of the horses and eliminate undo cost to the service for medical care for the horses. The requirement for this service is seven days a week. Animal caretaker(s) must perform all work in person and on-site and be capable of performing services on a "flex-schedule" to accommodate varying horse patrol work shifts as necessary. One Animal Caretaker must be on site from 8 a.m. to 5:30 p.m. with one hour for lunch and two fifteen-minute brakes. (Subject to change according to the horses feeding schedule.) The contractor shall be responsible for all duties listed below unless otherwise noted. All feed, medication and equipment i.e.; brushes, curry combs, shovels will be provided by the Government. This includes sand for the stalls and corral areas. CARETAKING: 1) CARE OF HORSES a) Contractor will feed horses twice daily, in accordance with the directions of the SBPA/COTR. b) Each horse will be placed in a separate stall to be fed. All feeding shall be done IN FEEDERS and at no time shall the horses be fed on the ground. c) Contractor will treat and/or clean minor abrasions and/or galls as needed. d) Contractor will administer minor medications, as well as maintenance medications (i.e. Fly Spray) as directed by the SBPA/COTR. e) Contractor shall be responsible for clipping of forelock, mane, tail and fetlocks at lengths directed by the SBPA/COTR. f) Contractor will see to the general care and condition of horses. This will include but is not limited to the following duties: i) Pick hooves daily. ii) Inspecting each horse?s hoofs for any signs of thrush or other ailments. Any such ailments will be reported immediately to the SBPA/COTR. iii) Brush each horse daily with both currycomb and brush. The brushing will be thorough and include the mane and tail. iv) At a minimum Contractor shall wash horses using horse shampoo once every two weeks or more frequently as determined by the SBPA/COTR. Contractor shall provide horse shampoo, which shall be approved by the SBPA/COTR. (1) During warm weather the horses shall be rinsed with water twice a week. (2) During cold months the horses shall be rinsed as determined by the SBPA/COTR. v) Visibly and physically inspect each horse for injuries or illness daily. Any injury or illness found will be documented and reported immediately vi) Place horses in exercise area. vii) Place horses in main corral. 2) MAINTENANCE a) Contractor will clean and maintain the corral area and stalls daily. i) Manure will be removed and disposed from the stalls daily. ii) Feed bins will be cleaned daily. iii) Water troughs will be emptied, cleaned and refilled daily. iv) All uneaten hay shall be removed from each stall and the stalls raked clean. v) The stalls and corral shall be inspected for any debris that may be harmful to the horses i.e. wire, glass, large rocks and metals, etc. and disposed of. vi) Trash will be removed from the corral area and stalls daily and dumped in a station dumpster. b) Contractor will clean each Horse Trailer after each shift. i) Manure will be removed daily. ii) Rubber mats will be removed and cleaned once every two weeks. iii) Boards will be cleaned every two weeks. c) Contractor is responsible for disposal of manure to an offsite location. d) Contractor will perform tack maintenance daily to insure that all equipment is clean and serviceable. e) Contractor will maintain general common area of facility as well as feed area to an acceptable standard and to provide a safe and clean environment for the horses. f) The perimeter of the pasture will be inspected to ensure fences are intact and harmful debris are removed and disposed of. g) Sand for the corral and stalls shall be hauled to the stalls and corral area to replace sand that has eroded due to weather conditions and normal traffic. This shall be done on an as needed basis. h) Contractor shall repair pasture fences that may be damage. i) Contractor shall be physically present, and be able to assist, for all contracted services being performed (i.e. veterinary, Ferrier service, feed deliveries). j) Contractor shall be physically able to unload feed and supplies into the designated storage areas when deliveries occur. 3) REPORTS a) Contractor will maintain a log for each horse. i) Contractor will log any medication given to the horse ii) Contractor will log any behavioral problems of the horse iii) Contractor will log all prescribed services and activities iv) Contractor will immediately report any abnormalities to the SBPA/COTR. b) Contractor will maintain a daily maintenance log for the facility to include work performed and any problem encountered. c) Contractor will identify in writing any supplies or equipment that will need replenished/replaced to the SBPA/COTR for ordering. CONTRACTOR PERSONNEL: During all operations on Government premises, the Contractor?s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The Contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the SBPA/COTR. Contractor will provide a contact number for emergencies. LICENSING REQUIREMENTS: The Contractor shall meet all applicable state and local regulations. DAMAGES Contractor is responsible for any costs or damages suffered to the Government (i.e. veterinary costs, etc) that is a result of negligence or carelessness of the animal caretaker. The COTR, the Contracting Officer and the HPU SBPA will determine negligence or carelessness on a case-by-case basis. SERVICE CHANGES Locations and times of service may be changed, added or deleted throughout the contract period.
