Description
The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), intends to negotiate on a sole-source basis with Mr. Leslie Daniel, 9712 Woodland Avenue, Seabrook, Maryland 20706-2371, to provide non-personal technical assistance support and support services for the implementation of the Voice of America (VOA) "New" Traffic Scheduling System. The Contractor shall perform a full range of traffic Scheduling activities in support of the VOA Traffic Division. The Contractor shall provide technical assistance during the proof of performance testing, and perform other related emergent projects for the BBG/IBB. The statutory authority which permits other than full and open competition is stated in FAR Subpart 6.302-1, which permits other than full and open competition when the services required by the agency is available from only one responsible source. The Contractor's specialized expertise and background in handling VOA day-to-day requirements, and his knowledge of VOA will enable him to step into any situation with minimal need for familiarization, as any delay will adversely impact broadcasting operations, which could jeopardize the agency being able to meet its broadcasting mission. Most importantly, the Contractor's expertise is needed to effectively ensure VOA is able to maintain its current traffic operations. In addition, the Contractor is a former employee of VOA, and has the needed experience and understanding of the operational capabilities of the VOA "old" Traffic Computer Scheduling System, which is being replaced as noted herein. Period of performance for the proposed contract is one (1) year from award of contract with an Option for one (1) additional year. This Notice of intent is not a request for competitive proposals. Interested firms or individuals may express their interest and capabilities to perform the above-effort to the Contracting Officer. Those who are interested must submit their written statement of capabilities, with specific examples of similar projects and references that can be validated by the Government. Written submissions shall be received by the Government by: 3:00 p.m., Daylight Savings Time (DST) on June 16, 2005. A determination by the Government not to compete this requirement, based on written responses to this Notice is solely within the discretion of the Government. Any information received from those who are interested in performing this requirement shall be sufficient in detail to be evaluated without the need for additional documentation, as the information received will be considered by the Government solely for the purpose of determining whether to conduct, a competitive procurement. This notice is not a RFQ, RFP, or IFB.
