Description
The following question was received in response to the synopsis/solicitation released on May 26, 2005: (1)The solicitation states that, “the contractor will be required to have expertise in and experience with the Transportation Security Administration (TSA) in securing waivers for USSS chartered aircraft to violate Flight Restriction Airspace Zones in the Washington D.C. area and any other flight restricted zone throughout the United States.”, and, “the contractor will also be required to have expertise and experience with the White House Travel Office in coordinating charter aircraft services between the White House and the United States Secret Service.” The references to having experience performing these specific tasks for the USSS indicates that only an incumbent or contractor that has held this contract in the past will satisfy the solicitation requirements. This language seriously restricts the competitive field. Was it the intent of the USSS to limit competition in this way or to allow other qualified bidders who have experience in working with the TSA, White House and USSS to bid in this contract? Response: The solicitation language is revised as follows: The contractor will be required to have expertise with the Transportation Security Administration (TSA) in securing waivers for Federal Government chartered aircraft services. The contracotr will also be required to have expertise and experience with coordinating charter aircraft services between multiple agencies within the federal government. Please note, for evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar services within the last two (2) years. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable or unacceptable. The due date for proposals is extended through to Tuesday, June 14, 2005 at 4:00pm. Proposals may be submitted via facsimile to 202-406-6801 or via email to Patricia.Kiely@usss.dhs.gov.
